数字，曾经是学生时代很多人眼中“枯燥”的代名词，当它与“经济”相遇，便化身为一种神奇而浪漫的存在。如今，“数字经济”已经成为驱动全球发展的重要引擎，不断做强、做优、做大我国数字经济是构建现代化经济体系、推动高质量发展的必然要求。

数据驱动发展，智能引领未来！北京时间7月4日，2023全球数字经济大会在一场“数字之夜·点亮城市脉搏”盛大仪式中隆重开幕；同时，来自全球的城市伙伴与北京共同发起《全球数字经济伙伴城市合作倡议》，促进共建“数字丝绸之路”，成为了本次大会极具前瞻性和国际视野的亮点议程设置。

以天为幕 以城为景

“沉浸式”开启这场全球“数字盛会”

“数字之夜点亮城市脉搏”仪式选取北京东、西、南、北、中五个方位的五大场景，呈现一场精彩纷呈的AR视觉盛宴。五个方位分别是：西起首钢园、东至大运河森林公园、北起奥林匹克塔、南至大兴国际机场，以及前门商圈。通过融合增强现实（AR）技术的应用，每个点位处的中心建筑群“梦幻演绎”大会五个主旨理念：数智、增速、鼎新、赋能和聚合，最终呈现大会的主题，同时，北京多个点位的建筑被点亮，让大会的影响力和参与感蔓延到北京的每一个角落。

这场充满仪式感的“数字视觉盛宴”展示了北京“数字经济标杆”的城市形象，更象征着全球数字产业的巅峰汇聚，代表着全球数字理念的多元碰撞，预示着全球数字化生态欣欣向荣的未来。

《全球数字经济伙伴城市合作倡议》

共建“数字丝绸之路”

“北京市数字经济增加值由2015年8719.4亿元提高至2022年1.7万亿元，占GDP比重由35.2%提高到41.6%。”北京市经济和信息化局副局长王磊介绍，北京近年来大力推进全球数字经济标杆城市建设，全球数字经济大会作为标杆城市建设成果展示和交流窗口，是构建普惠均衡、创新包容、合作共赢、共同繁荣的全球数字经济格局下的国际化、高端化、专业化的交流合作平台。

今年，全球数字经济大会邀请新加坡作为主宾国，并在新加坡成功举办海外分会场，深化推进元首外交成果，开启中新“全方位高质量的前瞻性伙伴关系”的新举措，也是两国数字经济交流与合作的新平台，成功迈出了北京建设全球数字经济“朋友圈”重要一步。

为了充分发挥搭建国际交流与合作的平台作用，北京市邀请阿联酋阿布扎比、韩国釜山、斯里兰卡科伦坡、丹麦哥本哈根、阿联酋迪拜、美国加利福尼亚州尔湾、伊朗伊斯法罕、巴基斯坦伊斯兰堡、南非约翰内斯堡、英国伦敦、中国澳门、日本长野、新西兰北帕莫斯顿市、德国北威州、美国旧金山、奥地利维也纳、老挝万象、西班牙萨拉戈萨等18个伙伴城市代表，共同发布了《全球数字经济伙伴城市合作倡议》。这一倡议的发布，是共建“数字丝绸之路”、推动全球城市间和国际多双边框架下的数字经济开放创新网络的重要举措。

《GLOBAL INITIATIVES FOR URBAN COOPERATION IN THE DEVELOPMENT OF DIGITAL ECONOMY》

当今世界，数字技术作为新一轮科技革命和产业变革的先导力量，日益融入经济社会发展各领域全过程，深刻改变着生产方式、生活方式和治理方式。数字经济成为重组全球要素资源、重塑全球经济结构、改变全球竞争格局的关键力量。共同把握发展机遇、共同探索可持续发展模式、共同应对全球性挑战，以数字技术赋能经济社会稳定繁荣，成为各方的共同愿景。在此，我们愿携手致力于推动全球数字经济发展的城市，发出如下倡议:

Today, digital technology has become a leading force in the new round of technological revolution and industrial transformation, increasingly integrating into all aspects of economic and social development, and profoundly changing modes of production, life, and governance. Digital economy has become a key force in reorganizing global factor resources, reshaping the global economic structure, and changing the global competition pattern. It is a shared vision of all parties to seize development opportunities, explore sustainable development models, and address global challenges, and empower economic and social stability and prosperity with digital technology.

We are willing to join hands and devote ourselves to promoting the development of the global digital economy in cities, and hereby propose the following initiatives:

一、推动全球城市交流合作

秉持“开放、包容、创新、互利”的原则，增进城市间数字经济交流，培育发展多层次多领域合作伙伴关系，支持和维护双多边数字贸易体制，共同推动区域数字经济规则标准的制定和完善，共同促进后疫情时代全球经济复苏。

I. Promote global urban exchange and cooperation

Adhere to the principles of “openness, inclusiveness, innovation, and mutual benefit”, enhance digital economic exchanges between cities, cultivate multi-level and multi-field partnerships, support and maintain bilateral and multilateral digital trade systems, jointly promote the formulation and improvement of regional digital economic rules and standards, and accelerate global economic recovery in the post-pandemic era.

二、共享开放互利市场环境

倡导全球数字经济安全稳定发展，促进形成数字经济公平、公正、透明、可预期的营商环境，推动相关国家数字业务有序开放和数字经济领域知识产权应用与保护，促进数据要素安全有序跨境流动。

II. Share an open, mutually beneficial market environment

Advocate for the secure and stable development of the global digital economy, promote the formation of a fair, just, transparent, and predictable business environment for the digital economy, advance the orderly opening of digital businesses in relevant countries and application and protection of intellectual property rights in the digital economic field, and boost secure and orderly cross-border flows of data elements.

三、共建数字科技创新生态

鼓励城市间创新机构、人才交流与合作，推动产学研深度融合，共同开展数字领域前沿、基础性技术研究，畅通数字软硬件供给，拓展数字技术应用场景，以数字化加速创新创造，帮助中小型数字企业融入全球创新链和供应链，构建合作共赢的全球数字科技创新网络。

III. Build a digital technology innovation ecosystem together

Encourage institutional innovation and talent exchanges and cooperation between cities, promote the in-depth industry-university-research integration, jointly conduct cutting-edge and basic technology research in the digital field, facilitate the supply of digital software and hardware, expand digital technology application scenarios, help small and medium-sized digital enterprises integrate into the global innovation chain and supply chain via digitization to accelerate innovation and creation, and build a cooperative and win-win global digital technology innovation network.

四、加快城市数字转型进程

共同探索加速数字技术对城市生产生活、生态空间的融合赋能，夯实数字化基建、畅通数字化循环、深化数字化应用、拓展数字化创新，鼓励发展新技术新模式新业态，探索完善以人为本的数字治理机制，推动建设充满活力与竞争力的宜居城市。

IV. Accelerate the urban digital transformation process

Jointly explore how to accelerate the integration and empowerment of digital technology in urban production, life, and ecological space, strengthen digital infrastructure, facilitate digital circulation, deepen digital applications, expand digital innovation, encourage the development of new technologies, new models, and new formats, explore and improve human-oriented digital governance mechanisms, and accelerate the construction of vibrant and competitive livable cities.

五、助力数字赋能绿色发展

共同挖掘数字技术在碳中和路径优化中的巨大潜力，探索数字化与绿色化双向促进的契合点和发力点，加快构建全球绿色低碳循环发展的数字产业体系，形成全生命周期的绿色产业链供应链，助力实现可持续发展。

V. Help digital empowerment and green development

Jointly exploit the huge potential of digital technology in carbon neutrality and path optimization, explore the convergence and thrust points of digitization and greening, accelerate the construction of a global digital industry system for green and low-carbon circular development, and form a full-life-cycle green industry chain and supply chain, helping to achieve sustainable development.

六、支持全球数字普惠合作

推动发达国家城市和发展中国家城市合作，让数字技术更多惠及残障人、老年人、偏远地区居民等弱势群体，逐步消除数字鸿沟和壁垒，共同营造公平、公正、非歧视的数字经济发展环境，让数字文明成果造福世界各国人民。

VI. Support global inclusive cooperation in digitization

Promote cooperation between cities in developed and developing countries, allow digital technology to benefit more disadvantaged groups such as the disabled, the elderly, and residents in remote areas to gradually eliminate digital divides and barriers, jointly create a fair, just, and non-discriminatory environment for the development of the digital economy, and use the achievements of digital civilization to benefit people in the world.

世界之变、时代之变、历史之变正以前所未有的方式展开，以数字经济为代表的科技革命和产业变革突飞猛进，数字经济推动数字中国建设，也为中国式现代化提供了强大发展动能。作为全国科技创新中心和国际交往中心，北京将持续扩大数字经济合作“朋友圈”，围绕数字产业发展、智慧城市建设、社会治理、数字化转型等领域不断加强做深、做实《全球数字经济伙伴城市合作倡议》落地的各项工作，为全球各方提供更多机会，共建、共享数字经济发展成果，共同探索数字经济的未来，为全球经济发展注入新的动力。
